We are a brother and sister team that works collaboratively on every case. Our journey into the world of child development and special education began in the most personal way — through our nephew. Watching him grow and face unique challenges sparked our commitment to understanding how to best support children with special needs. What began as a desire to help him experience the same joy and playfulness as any other child soon became a calling to help other children reach their fullest potential.
As our nephew grew, his needs evolved — and our family grew alongside him. Through every stage, we learned that real progress comes not just from strategies, but from trust, patience, and meaningful relationships. Supporting his development and adaptive skills taught us the power of connection and the importance of celebrating every milestone, no matter how small.
That experience became the foundation of our professional work today. We are dedicated to creating supportive, individualized environments where children can build confidence, independence, and joy in learning. Our goal is to partner with families to help each child thrive through compassion, consistency, and care.
Whether we’re working on social communication, self-regulation, or adaptive daily living skills, our approach remains grounded in the same belief that started this journey — every child deserves to feel capable, understood, and empowered to shine in their own way.

Meet Oscar, Your Child’s Partner in Growth
Oscar Barrera, Jr.

Educator, Tutor, Coach & Consultant
Oscar Barrera, Jr. is the Founder and Director of PEPE, Inc., serving children, teens, adults, and families throughout Greater Los Angeles County. With nearly 20 years of experience in the field of education, primarily within special education and developmental support services, Oscar has dedicated his career to helping individuals build confidence, meaningful relationships, independence, and real-world life skills through compassionate and individualized support.
Throughout his career, Oscar has worked with a broad range of individuals with developmental disabilities across various stages of life. His professional experience includes serving as an Early Interventionist, Developmental Interventionist, one-on-one support provider, Lead Transitional Kindergarten teacher at a private school, and Service Coordinator at the North Los Angeles County Regional Center (NLACRC). These diverse roles have provided him with extensive experience supporting families in educational, home, clinical, and community-based settings.
Oscar’s approach is deeply rooted in the DIR/Floortime® model, a relationship-based developmental framework that emphasizes the importance of trust, emotional connection, and meaningful engagement. He strongly believes that authentic progress happens through relationships and shared experiences that support each individual’s unique developmental journey.
At PEPE, Inc., Oscar and his team are committed to providing kind, personalized, and relationship-based services that empower individuals to thrive across home, school, and community environments. Their work focuses on helping children, teens, and adults strengthen social-emotional development, adaptive functioning, communication, confidence, independence, and practical everyday skills. Through individualized strategies, professional guidance, and family-centered support, PEPE, Inc. strives to equip families with practical tools that address developmental, learning, adaptive, and social needs in meaningful and sustainable ways.
Oscar has collaborated with and received training from some of the leading experts within the DIR/Floortime® community. In addition to his direct work with clients and families, he actively works alongside parent advocacy groups that support children and families as they navigate developmental, educational, and community systems.
Oscar holds a Bachelor of Science degree, is DIR/Floortime® certified through ICDL, and is currently continuing his Master’s Degree in Special Education. His passion for relationship-based developmental support continues to guide his mission of helping individuals and families feel understood, supported, and empowered in their everyday lives.
